ACCWP SOP Source Area Investigation 2026-01

This Standard Operating Procedure (SOP) for PCBs and Mercury Source Area Investigations describes how the Alameda Countywide Clean Water Program (ACCWP) or a member agency will conduct site visits within focus areas to determine if there is a readily identifiable property or area that disproportionally contributes polychlorinated biphenyls (PCBs) or mercury into the municipal separate storm sewer system (MS4). The outcomes of the investigations will help identify appropriate control measures that could be implemented to address elevated PCBs or mercury contributions to the MS4.

ACCWP has conducted source area investigations in high priority areas since 2009. This program is continuing the search for properties, including moderate PCBs or mercury sources in addition to the more elevated PCBs or mercury sources previously targeted. In addition, this program will implement efforts to gain access to and collect samples on private properties.
